主旨

澳門中華總商會和永利渡假村（澳門）股份有限公司合辦「澳門中小企採購平台手機應用程式設計比賽」，並由澳門生產力暨科技轉移中心承辦。主辦方期望透過這個比賽，一方面促進本地 IT 業界的創意和發展，加強推動澳門青年創業者的創意思維，另一方面，亦期望能在是次比賽中，開發出一個適合本地中小微企使用的系統，讓他們能透過此平台更簡易地獲得與政府部門、博企、大企業做生意的機會，促進他們的發展。

參加資格

參賽者須為澳門中小企業，主要對象為青年創業者。

作品要求

此系統連接採購方及中小企產品服務供應商，提供一個平台予雙方就採購項目進行聯繫。

採購方使用功能

基本使用流程：

1. 登入平台後台
2. 發送採購資訊
3. 接收初步報價意向
4. 聯絡中小企產品服務供應商作進一步採購工作。

系統需求

• 需要登入方可使用
• 能提供公開招標項目
• 能儲存招標資料為暫存檔 (Draft)

中小企產品服務供應商使用功能

基本使用流程：

1. 接收採購資訊推送
2. 使用手機提供報價意向。
3. 意向及中小企聯絡資料將發送至後台予採購方。
4. 等待採購方回覆。

需求

• 系統需要支持 iOS 和 Android 手機平台
• 中小企用戶可以登記成為產品服務供應商
• 中小企用戶可以作出初步報價意向，向採購方示意有興趣提供報價
• 中小企用戶可以透過平台了解採購方詳細採購資料
• 中小企用戶能看到各個採購方的報價流程及所需表格
• 提供採購意向後，後續採購步驟由採購方與中小企直接跟進
• 簡單易用，適合初學手機人士掌握

 比賽

1. 參賽者在報名限期前將填妥個人資料及作品簡介之報名表（https://events.cpttm.org.mo/competition/20）以電子形式遞交至生產力中心。
2. 遞交報名表後，參賽者須在遞交作品建議書限期前把已完成之作品建議書遞交至生產力中心各辦事處。如有需要，可將建議書錄制成光碟一併提交。
3. 主辦單位將按評審標準對作品進行篩選，以決定作品演述的入圍參賽者名單。
4. 大會將安排入圍參賽者進行作品即場演述，由評審委員作出提問並給予評分。即場演述時，參賽者須自備所需設備。
5. 入圍參賽者須在遞交作品限期前把已完成之軟件作品及操作說明錄制成光碟並遞交至生產力中心各辦事處，並須提供測試伺服器及前台後台測試方法，讓評審團對作品進行評審。

 獎項

獎金
冠軍：澳門幣 60,000元
亞軍：澳門幣 30,000元
季軍：澳門幣 10,000元

得獎作品有可能給予合約以繼續開發及將作品推出市場。評審委員會將決定是否採納提交作品成為正式營運項目。

評審委員會

由中華總商會、永利渡假村（澳門）股份有限公司、生產力中心、青年創業孵化中心及本澳資訊科技團體之代表組成評審委員會對作品進行評審。

評審標準

1. 介面設計

作品的美術設計及互動程度等。

2. 功能實現

作品的功能設計、穩定性和效能等。

內容的實用性、潛在的巿場價值、吸引用戶使用程度及受歡迎程度等。

3. 易用性

作品的使用體驗及操作的難易等。

4. 可擴展性

作品的兼容性等。

5. 演示效果

組織及表達能力、回答問題的技巧等。

報名時間：即日起至 2016 年 3 月 4 日 (因刊載比賽章程之中心網站於週末維護關係，致使部分有興趣報名人士未能及時了解詳情。報名日期延至 3 月 4 日為止)

遞交作品建議書時間：2016 年 3 月 11 日 下午 10:00 前
參賽者須將作品及操作說明於辦公時間遞交至澳門生產力各辦事處。

作品演示日期：2016 年 3 月

參賽者之建議書由評審揀選出約五份優異作品
參賽隊伍須於指定日期及時間，向評審委員會進行作品現場演示及接受提問。

遞交作品時間：2016 年 6 月 10 日 下午 10:00 前

參賽者須將已完成之軟件作品及操作說明錄制成光碟並遞交至生產力中心各辦事處，並須提供測試伺服器及前台後台測試方法，讓評審團對作品進行評審。

比賽規則

• 報名所提供的個人及作品資料只供是次活動之用，所有提交的資料概不退還。
• 由澳門居民擁有企業50%以上的股權或控股權及本澳僱用員工總數不超過100人。
• 參賽作品均須自行創作，不得抄襲或由他人代勞。參賽作品須注意不得侵犯版權或其他知識產權，主辦單位有權因此取消參賽者的比賽資格及調整賽果。
• 每組參賽者只可遞交一份作品。參賽作品須未經公開使用及未曾參加其他比賽。
• 截止限期後收到的報名表及作品恕不受理。
• 如評審委員一致認為參賽作品未達標準，奬項得從缺。
• 參賽作品應確保不包含不良意識、不雅成份、不存在色情、暴力或商業和宗教宣傳成份，亦不會構成誹謗、違法、猥褻、不雅、煽情、冒犯，引起種族仇恨或歧視。
• 參賽作品如抵觸任何法律或規例，參賽者需自行承擔所有責任，一切與主辦單位無關，並彌補主辦單位因此而蒙受的一切損失。
• 任何不符合比賽規則及主辦單位的一切安排的參賽作品將被取消資格。
• 比賽結果以評判團的最後判決為準，參賽者不得異議。
• 主辦單位之工作人員（包括其家屬）、協辦單位之工作人員，及評審均不得參與是次比賽。
• 如有任何爭議，主辦單位保留最終決定權。
• 主辦單位有權對比賽的一切條款及細則進行修改，並對任何有爭議之處保留最終決定權。
• 參賽者所提交作比賽用之開發程序，版權歸參賽者所有。得獎後與永利渡假村（澳門）股份有限公司之間的版權使用條款，由永利渡假村（澳門）股份有限公司與得獎作品之合約定明。
• 澳門生產力暨科技轉移中心有權營運得獎作品，並以免費提供給政府部門、博企、大型企業、專營公司、酒店及各中小企使用。其間生產力中心將不收取任何費用。

Macao SME Procurement Platform Mobile App Design Competition Guidelines

Supporting entity: Macao Young Entrepreneur Incubation Centre

Aims of the competition:

The Macao Chamber of Commerce and Wynn Resorts (Macau) S.A. co-organized the
“Macao SME Procurement Platform Mobile App Design Competition” with the support of the Macau Productivity and Technology Transfer Centre (CPTTM). Through the competition, the organizers hope to foster creativity and the development of the local IT industry as well as encouraging innovation in Macau’s young entrepreneurs. The competition also seeks to develop a user-friendly application for local SMEs so as to allow them to better access business opportunities with government departments, gaming operators and other large-scale firms, hence facilitating their economic development.

Eligibility

Any Macau-based SME; Macau young entrepreneurs are especially encouraged. 

General requirements:

The application should serve as a bridge between buyers and local SMEs, goods and services suppliers, by offering the two parties a communication platform for procurement projects.

Features Used by buyers

Basic workflow:

1. Log onto back end of app
2. Publish procurement information
3. Receive a tentative quotation
4. Contact SME (both goods and services suppliers) for follow-up

System requirements

• Login to the application
• Share information of available public tenders
• Store the tender-related information as draft.

Features Used by SME’s (suppliers)

Basic workflow:

1. Receive notification of procurement information
2. Be able to use a smart- phone to indicate bidding intention
3. Intention and contact information of SMEs is sent to back end for buyers to access
4. Await response from interested buyers
   

Requirements

• The app must be made available for both iOS and Android systems
• Users have to be able to register as both goods and/or services suppliers
• Users have to be able to indicate initial quotations and interest to buyers
• Users have to be able to access details of the buyer’s purchasing information via the platform
• Users have to be able to access quotation procedures and forms required by each buyer
• After making their intention known, subsequent purchasing procedures should be followed up directly between the buyer and the SME
• Simple, user-friendly app., suitable for smart-phone beginners

Competition

1. Participants need to fill in application form available at https://events.cpttm.org.mo/competition/20 with their personal information and introduction of the app, before the registration deadline, and send it to CPTTM via email.
2. After submitting the application form, candidates must also submit a complete proposal before the deadline to the offices of CPTTM. If necessary, the proposal can be stored in a CD.
3. The organisers will review the applications based on the rating criteria and select the candidates who will move on to the proposal presentations.
4. The organizers will arrange selected candidates to present their proposals to a jury panel. The panel will rate the proposals and pose relevant questions. Candidates must bring any required equipment for the presentation.
5. Candidates are required to submit a completed app. completed with its operation description in a CD to be submitted to the offices of CPTTM during office hours. Candidates will also provide a test-serve and a working app’s frond-end and back-end, so that as to allow the jury to review the application thoroughly. 

Awards

Cash Prize:

Winner：MOP60,000

First runner-up：MOP30,000

Second runner-up：MOP10,000

The winning entry may have the opportunity to be granted a vendor contract for further development. A jury panel will decide whether the winning entry can be put into official operation.

Representatives from Macao Chamber of Commerce, Wynn Resorts (Macau) S.A., Macau Productivity and Technology Transfer Centre, Macao Young Entrepreneur Incubation Centre and experts from IT sector

Organizational and communication skills, capacity to answer questions

Proposal submission deadline:

Proposals Presentation

March 2016 – details of the time and venue will be shared later.

The Jury Panel will select around five outstanding proposals from all the entries. Candidates must present entries face-to-face to a jury panel, followed by a Q & A session, on the designated date and time.

Program submission deadline:

By 10pm on 10 June 2016

Candidates are required to submit a testable programme and operating instructions in a CD disc to the offices of CPTTM during office hours. Candidates are required to provide a test-serve and a working app’s frond-end and back-end, so that let the jury can review the application thoroughly.

Competition Rules

1. All personal data and information of the entries being summited will be used solely for the purpose of this competition and will not be returned.
2. Competition entries must be the original work of the applicants and cannot be plagiarized. Infringing intellectual property or other rights of a third party in any way is not permitted, the Organizers reserve the right to reclaim the award or disqualify any of the submissions if evidence of plagiarism is found.
3. Each participant is allowed to submit one entry only. Entries cannot have been made public or submitted to any other competition previously.
4. Late applications and work submissions will not be accepted
5. The Organizer Committee reserves the right not to award any of the prizes if none of the entries are seen as meeting the required criteria.
6. The original work should not contain any negative, obscene, pornographic, violent, commercial, religious content and shall not lead to defamation, illegal activities, sexism, racially morally offensive, or any other type of prejudicial actions.
7. If any entry is deemed as violating any law or regulation, the applicant will be solely and wholly responsible for the infringing acts. The organizer is not responsible for such act and the applicant shall compensate any loss that might be incurred.
8. Any entries that do not comply with the official rules will be disqualified.
9. The decision of the jury panel will be final, and the contestants cannot raise objections.
10. Both the staff of the Organizing Committee, those of the Co-organizing entity (and any of their family members), and the members of the jury panel are not eligible to participate in this competition.
11. Should any disputes arise, the organizer reserves the right for final decision.
12. The organizer has the right to amend the terms and conditions of this competition, and the decision of the organizer shall be final in case of any dispute.
13. All copyrights of the competition entries belong to the individual contestants. The terms and conditions for use of the copyrights will be defined by Wynn Resorts (Macau) S.A and the winning contract.
14. CPTTM reserves the rights to operate the award-winning work, and share it with the Government departments, gaming operators, large-scale enterprises, franchisees, hotels and SMEs, free of charge.
